There seems to be a perpetual queue at Angel Horse Teochew Fish Soup at Albert Centre Market & Food Centre. It's not hard to miss it, but be sure you are ready to wait for 20minutes, and sometimes even 30 minutes during peak lunch hours.
The location itself, while it's in the heart of the city and bugis area, it serves as a great alternative to the cafes and restaurants nearby, so there are a lot of people trying to get their affordable and tasty meals here. It can be very crowded and sometimes even quite hot, so I'd advise to go either before or after the lunch crowd.
This stall uses Mackerel fish, which is a better and fresher option for fish soup, which is probably one of the main reasons why people come back for more. In front of the stall is a huge freezer, which also acts as a display of the fresh pieces of fishes hung there.
The stall owners will serve the salted bean sauce, along with chilli padi for each order, but be sure to go slow on the bean sauce as it can get really salty when put in the soup.

There's a lot to love when it comes to this stall at Albert Centre Market & Food Court. Whether it is the best, I wouldn't go as far as to say that, but it is definitely one of my top few fish soup stalls in Singapore.
In terms of its waiting time, I do think it is worth it, but be sure you get your money's and time's worth by getting a bigger bowl. The mackerel fish was the highlight - so fresh, light and flavourful. Not a strong fishy taste, but just enough to give that slight sweetness to it. The soup is rather clear, but don't underestimate it for the sweetness of the fish and other spices really does make it a flavourful bowl of goodness.
